Supergirl's speed is immeasurable. And Kefla's power scale is Low Multiversal Lvl, just like Supergirl.
The big problem Kefla has is that the fusion has a limit and once it's over Supergirl automatically wins the fight. Among Supergirl's weaknesses are kryptonite, red stars and magic. I don't think Kefla can handle those elements.

Supergirl's lifting strength is Multi-Stellar (possibly even higher compared to Superboy-Prime or Superman Pre-Crisis) and her striking strength is Low Multiverse Lvl.
Superman Pre-Crisis could easily move large stars with his breath alone:
